We used 4140 and just heat treated them on the bench ourselves. Of course you cannot use a fillet anywhere near that size in this application, but it would be critical in something like this that you provide at least a 1/16 radius, and no toolmarks in the corner or the parts will fail prematurely due to the heat treat quench stress.

I want a hardness of 40-45 in the shaft. Is a non oxygen atmosphere as important with 4140 as it is with 4340 during heat treating? We don't have the best equipment in the world at the local university, so would packing the shaft in some high carbon content material help eliminate decarburization? (if any?)
